In the gulf war, it was such a short period. There were service members groups. They were not coordinated at the country level very much. Afghanistan was very different. We had latterday saints on the ground in afghanistan from the very earliest days of the conflict. And we didn't have priestod keys in the country. So they started calling us and state presidents were doing thes. Started calling em leaders reach of the small service member groups.
