Greeks didn't have hereditary monarchs or an overriding religious authority that would be top down and tell them how they had to do it. So i think you've got to imagine a couple of ships arriving on a deserted shore. You unpack, you set up your tents, you build your huts, and you start organizing your affair as part of trading. And this seems to be how they worked out the system that eventually evolved into what we know after many changes, democracy.
