CNBC's Frank Holland: Credit Suisse shares are up 23% in overseas trading this morning. The rally comes after a late nine announcement that it would borrow about $54 billion from the Swiss National Bank on Tuesday. No person is supposed to be above the law, even though Donald Trump's lived his whole life that way.
