A man in Plumas National Forest says he saw a group of men and a woman holding a baby. He tried to flag them down, but when he called out to the group, they went away. Joe eventually gave up on being rescued and decided to walk down the mountain for help. Along the way, he passed an empty car that had been stuck in the snow.
