Is This a Secular Bull Market?

If this is a secular bull market, it might not have began until 2013. We had obviously very cheap stocks in the spring of 2000. It felt like stocks were cheap for 10 minutes and then suddenly they looked expensive again. So I think that the market right now is already discounting a rise in the 10 year to three or 4% over the next several years.
