The Supreme Court's Resistance to the 14th Amendment's Debt Ceiling Limit

The Constitution says that the Congress has the power to take on debt. In fact, the Constitution actually prohibits appropriations except by law. There is a standing question saying who could actually sue over this. I'm not sure Congress, frankly, just the House representatives couldn't. The Supreme Court would be hesitant to say no one has standing to challenge this case.
