How to Build the Ideal Solar Sel?

If one tries to build solar cells, at least in the mind, from that perspective, it seems like the first port of call would be to build a computer model and a simulation of how that might be done. And then obviously try to, once you have working, or working to some extent, then try to build things in a lab, or check it is that the right approach? It's not a terribly well posed question, but what i'm saying is, if you're interested in building the ideal solar sel, it seems logically reasonable to me to start off with on the computer simulation side and then go to the lab, rather than the other way round.
