The court didn't come in with a very good sense of how to draw the line and the petitioner perhaps reflecting how difficult it is to draw the lines. The internet has built its business model on a particular interpretation of section 230 as applying not just to the hosting of content, but also to its recommendation. Some justices and Kavanaugh in particular, need to tread very, very carefully because they're not just billions and at stake here is actual digital dollars. Congress could fix the problem by writing new law that would allow companies like Google to be incentivized to have their sites regulated more tightly.
