Is the Bitcoin Network a Failure of a Potential Introduction?

The risks that I've outlined before, essentially, are one would be some sort of bug introduced to the code that causes a problem. Minor centralization is a, I think, a partial risk, right? It's something I would like to see more and more decentralization of mining. And if the network does get censored, then there should be fee incentives to entice miners to spin up another jurisdictions to uncensored that network.
