Is Putin Going to Annex Ukraine?

The Russian parliament is creating quote unquote laws that are basically laying down the groundwork for kind of the legal groundwork to do this. It seems that they're preparing for some kind of mobilization and to declare some kind of wartime as opposed to a special military operation. The reason Putin has avoided doing it for all these months is to maintain, for as long as he can, this sense of normalcy at home. He wanted to do the same thing for Russians. And a mobilization I adrift would undermine that, would bring the war home to people, make unpopular.
