Are We in Control of Our Actions?

If we don't have free will, is there some sort of master plan and it's all predetermined? And if that's the case, whose plan is it? Who or what is determining our will? I think o lort, i think it's actually, in many ways, simpler. For a healthy adult human we are indeed in control of our actions. But having said that, this experienceal non experience, of anaesthesia gives a very strong clue that the kind of consciousness that we have in our daily lives does go away when we die.
