The President Testified Before Congress Without Subpoena
Jonathan Gruber: This is not the first time that a congressional committee has asked current or former president to come sit down, although some of those presidents have come in and testified without subpoena. He says it would violate separation of powers for Congress to be able to compel a president. Gruber: The Justice Department has said essentially that Congress lacks the authority to do that.
