Mr. Bear was fangilty of voyeurism and two counts of disclosing private sexual photographs or films, sentence to 21 months in prison. Why is it so difficult for people to get a conviction? I think a lot of it comes down to the fact that in the law, there's obviously the part where you have to prove there was intent to cause distress.
