For the remainder of 1970, until September 1971, Lin Biao had the watches, whole life get deconstructed in slow motion. Mao didn't trust that Zhou would preserve his legacy. But just like he had to do when the Great Leap Forward ended, Zhou had to take charge and make everything look completely normal. While Zhou managed this, he was heavily involved in bringing back many more capable technocrats and conservatives who were put back in power.
