The Treaty of Versailles in Upper Silesian

The germans were kept away from the conference of paris in its opening phases. The most important outcome was an agreement for a plevacit in upper silesia. Upper silesia is actually partitioned between germany and poland, whereas previously the proposal had been that it should all go to poland. There are also some changes, technical changes, to the arrangements for the allied administration of the occupied territories in western germany.
