The Relationship Between Theory and Empiricism

Incentives can be substitutes or compliments, depending on the context. You argue that if you have an underlying theory and understanding of what's going on inside the decision maker, you're much more likely to come up with good incentives. In many cases, like I started by saying, I'm not really good at predicting what the incentives will do. And just test it. Just go out and that's you mentioned the Y axis.
