The idea of picking up specific groups and kind of getting them on side in order to make this happen, was actually quite similar during the soviet and po soviet time. The basic idea is that governments have a lot of goals and policies and targets for agriculture. But what didn't change is that they never did it by themselves, right? They always relied either on les of peasants to forestall in en, later on, the collective farms,. And then more recently, on these large agriholding, corporate private farms. That then sort of allowed the government to fulfil these political goals.
