Are We Just Naive in Europe?

The head of the russian space agency said not long ago, slowly but surely, we are heading for the militarization of space. Everyone is working on it, it seems, everyone except europe. Are we just naive in europe? We have very little to offer with a few exceptions. There's no way that any european force could shoot down russia satellites. But er, by shooting down a satellite, you are creating a whole mess out there. And i think this is a discussion that is needed.
