How Quick Is Skeens Going to Get to Pittsburgh?

Pittsburgh Pirates need a number one starter, especially when you're a small market team. You don't find pitchers like Timmy and Dylan Cruz every day. Most people believe Skeens can come directly to the major leagues. I suspect the pirates won't pitch him much if at all in the minor league season.
