Mao knew that if he let Jo-en Lai get plowed under in the course of the Cultural Revolution, it wouldn't have been good for China. Mao's heart lay in the leftist camp, but his better judgment always got best of him when it came to leading the state. By 1969, pretty much everyone who had something to hide was already mowed down.
