There's too much deference to somebody hois more senior in the organization. If you're running that meeting, that's your time and that's their time. Collaboration doesn't just mean having a meaning. You don't need to bring 22 people into a room to run an idea by them. Walk around the building with them. And if the person who does the inviting is not going to break that cycle, then it's the person who's invited they have to know when to say no.
