Can of Worms?

This is from a piece called Plain the Field by Dink Carroll. He was continuing to use this phrase from 1941 and also in 1944. The next one is talking on the ban of horse racing in the United States due to World War II. And it looks as though the California people have opened a real can of worms in so much as the entire US sports program may be abandoned as a result.
