Is the Rebellion Changing the System?

Haggard is a social pariah in the wizarding world. Do you that haggard is rebelling against these social structures of the fact that he has been ostracized on so many levels? Or do you think that this is just some sort of pathology, that he has to constantly be caring for vulnerable things like harry instantaneously? Is rebellion? So for me, i don't think it is, in a way because there isn't the intention of trying to change the structures around him.
