Refuse Workers

The city of saint louis is facing staffing shortages in its refuse division. The department was supposed to be back on track at the end of last year, but that didn't happen. They are offering new hires a bonus of three thousand dollars for completing their working test period. But they say it's not enough and isn't competitive with other jobs out there.
