The Aciplese's Plan to Reform the Authorization Test
The body that's enforcing the law will now be the aciplese in the first instance at least. The other aspects of what they want to do is reform the authorization test. At the moment, we have an optional, formal authorization test which allows party to seek immunity under our murge prohibition. If you were to reform the test in this way, that would no longer be a basis on whicha erger would be considered legitimate.
