The Role of Moral Hazard in Housing Policy

The moral hazard language is applied in similar but different ways to people receiving public benefits, people in subsidized housing or regulated housing and people with AIDS. The first test for the HTLV3 virus which is the HIV virus is only really licensed in 1985. People who are getting sick and dying and not being registered by the medical industrial complex are also part of this story. It's just that they were kind of like consigned to the dustbin of public interest. And so that's where you see some of this like older language of "planned shrinkage," a term an administrator called Roger Starr used to refer to blighted neighborhoods.
