The Rise of Executive Agreements
In the first 50 years, the treaty was the dominant form of international agreement going to the Senate. Since World War II or so has been that treaties have only been about 6% of all U.S. agreements. The nature of the political process within treaty approval is very different than what I observed in looking at the second half of the 20th century. Sometimes partisan politics play an important role in the treaty process.
