Is the Federal Reserve a Central Bank?

We need someone to stand by outside the system and say, look, things are going wrong. We need somebody who has the ability to print money or at least issue some form of monetary useful token. The federal reserve is not a central banki do ex pect ysove did that because that's absolutely right. But we also understand why the public thinks that’s the fed. Because that's really what they've been told ever since the first time they ever heard of the federal reserve.
