The Terror of France

In King Arthur's Court, Mark Twain says there were two reigns of terror. One wrought murder in hot passion, the other in heartless cold blood. The one inflicted death upon 10,000 persons, the other upon 100 millions. Now granted, I don't think many of these radicals were actively pursuing a new reign of terror. But they were not planning to settle for a constitutional monarchy by and for the richest families of their country.
