Toronto and New York - What's the Top Factor in Recovery?

At the current rate, Toronto specifically will still be less than 70%. New York is a little different. It has in general average commute times that are not that different from Toronto. But I think for some reason, maybe because the strength of its combined transit and roadway systems, there's much more redundancy.
