In the 1940s there were a lot of concerns about these issues and not just in Geneva but throughout the world basically about nuclear weapons about blockade and bombing. The major Western powers sought to gain recognition for what they call extermination with recognized weapons of war so this is it a quote from a British source. It refers of course to the threat of nuclear weapons as well as strategic bombing.
