Witches are not constant daily scapegoats for every misfortune in daily life. The belief in witchcraft is a much more finely balanced thing than i think that a lot of people assume. Even if the theor theoretical belief is universal, actually finding the evidence to convict somebody and take their life awaye is a much, much more difficult thing. And that's why we generally see very high rates of acquittal.
