The Obligation of Prevention Is Multitudinous
A convention now creates an obligation to prevent crimes agaist humanity. Genecide is a much more easily established offence or violation of international law than genecide. One can be concerned that these prevention obligations would be extremely broad, we haven't seen that in practice. And actice, we've seen that when international courts and tribunals are asked to look at those issues, they construe very, very narrowly? A, me just playing that out.
