Russian campaign to take Ukrainian children into Russian controlled territories appears to be a policy, says UNICEF chief. Russia is promoting it as a humanitarian gesture but why not give them back to their families? In Libya we have an obligation to make sure that the law has meaning and I went to one place called Tahuna where survivors broke down in tears - they were taken from my arms. These are the people that we're trying to serve and to show that the justice is not an abstract concept in the Hague.
