US Foreign Policy - The Caribbean Basin Initiative

The Caribbean Basin initiative was a trade deal set up under Reagan to allow unimpeded garment imports into the US from countries in the Caribbean Basin. The treaty made it impossible for local entrepreneurs to produce clothing companies that could export to the US so they basically became annexes for US clothing producers to send fabric down to these countries and be stitched and returned. It allowed the perpetuation of really the same power dynamic between the US and these countries that was perpetuated by exporting raw materials.
