American Security Politics Has No Political Character
In many ways, it's a product of the end of the cold war. The thought now is that in a uni polar world, the political character of american form policy disappears. And all you have is the us as a site of rule protection and the rest of the world as sites of disorder and humanitarian harm. But we're starting to see new, incipient forms of multi polarism. In other words, strong alternative states with their own projects,. Like china, like russia, that are full on competitors but also engaging on the world stage.
