The House Freedom Caucus Negotiated Terms of a House Health Care Bill
The House Freedom Caucus is an amorphous group, but we think it to be somewhere between 30 and 40 very conservative members. They went outside the perimeter leadership and separately negotiated terms of a House bill that had rushed as it may be,. The Voting and Committee was ready for the House floor, and they unilaterally, as a group, went to the White House to renegotiate it.
