For decades, the British government denied that Project Cumulus had ever existed. But in 2001, the BBC unearthed classified documents and long-lost radio broadcasts. The military had been working on technology that would allow them to create rainstorms on command. Those experiments happened immediately before one of the worst flash floods in British history.
