There are other metals and minerals that the PRC could restrict. It would really be a question of how effective those restrictions would actually be, whether or not there are stockpiles. I mean, these are areas where countries have been concerned for quite some time. For all their talk about sort of world trade organization and playing by the rules, it's not clear that this doesn't violate global trade rules.
