Transparency is about making people aware that they're being subjected to an AI driven process or engaging with an AI system. It's more about the design and use of the algorithm and less about how the data is collected and how the data ended up there. Notice, explanation is really very obviously about how people interact with algorithm systems. The default maybe that you have no idea that an algorithm analyzed your resume or that it looked up your past records in order to approve or deny you access to a rental application.
