I think in a way, it's because people in institutions don't see what's happening deep in their organization. I also did an inspection into other Metropolitan Borough Council in 2016 that looked at essentially child sexual exploitation. And the saddest thing, apart from the horrific torture and abuse of those young women, was that good people, police officers, social workers, council staff, knew that it was happening, and they did nothing. If your organization is still marching on a white male misogynist racist culture, you are not serving the people that in theory are paying you as a taxpayer.
