The Importance of Pass Catching Options

I'm just wondering if the issue is the rookie or that the pass catching options are just bad to begin with. A good pass catcher can certainly elevate a team, but it's not like we never see top wide receivers on bad teams. Some of the analysis that I did earlier this week was versus the market. Meaning the quality of wide receiver doesn't really matter.
