The counterculture is much more difficult because it's new. There are big prosecutions of the underground press, magazines like Oz and the International Times. And there isn't a attempt to close these things down. That would suggest a certain nervousness on the part of the authorities that they don't really know what this is and how they're going to deal with it. But they fear that it might become something dangerous. Sure.
