The international community was very keen on ending this war and they were putting a lot of pressure on Omar Al-Bashir and the government of Sudan to end it. There were also at the same time there were these different deals being made. For example the United States purportedly was there was this quick pro quo if you will where the Government of Sudan allowed the U.S. to track terrorists through Sudan. So there were a lot of parties that were interested in Sudan obviously some had ulterior motives but they all had an interest in one way or another.
