Is There a Shortage of These High Quality Masks?

There were reports from early in this pandemic. I recall nurses and health care workers in some hospitals being told not to wear masks at would freak people out. And we just saw it the national so while some countries have promoted, distributed, even required, these higher quality masks like n 95 for the general population. Their guide lines have been to wear two fabric masks. But they're nowhere near as effective as this other category of so called high filtration asks.
