The Prophetic Gift of God Speaking to Non Israelites
Balaam is a non Israelite who believes in, in the true God. He's got some sort of prophetic gift, or at least he's one to whom God speaks in dreams. The king of Moab does his name is, uh, Balaek or Balok. So they're living in fear because this enemy, even though there's no evidence whatsoever that Israel intended to attack them.
