What Kind of Groups Have Received FTO Designations?
The designation authority and the accompanying material support statute are both creatures of the mid-1990s. They were passed after the Oklahoma City bombing, which was a domestic attack by a domestic group. For constitutional reasons, this statute is focused on foreign groups in a bit of a non-sequitur from Oklahoma City. It has become the kind of workhorse statute of the United States in nearly all criminal counter-terrorism matters.
