i started to scope u ph d project examining across the pacific northwest bo the use of these kinds of transactional programmes. And in i relied on both public and private funding, a non profit group, state agencies, even federal acquisitions a to enter the market place on behalf of the environment. So i wanted to see how this was working and there was really striking line from hi case that y writ written by janet newman,. who was a lawyer, serving as both faculty at reed college, but also president of the board for the oregon water trust.
