A Government Backstop for the Cyber Insurance Ecosystem
Stephanie Coontz: The risk of a catastrophic cyber attack to the solvency of the global insurance ecosystem is real and that cyber insurers have not as yet fulfilled their promise to meaningfully improve our collective cyber hygiene. So in response, you and your co-author propose a legislative solution. You create what we call the catastrophic cyber attack insurance program, which is named based on the terrorism one. And it creates a large government financial backstop. But there's just too many parts of the economy that can put pressure on this type of system.
