A couple of years into Mayor Cott's involuntary commitment program, it got challenged in court. By then, the program was better known as Project Help. The first to be picked up and challenge Cott's program was a former secretary from New Jersey. Joyce Brown, who called herself Billy Boggs, was a black woman who refused psychiatric medication.
